Bitcoin access is restricted in Iran
Buying bitcoin in Iran is hard, and honesty requires saying so upfront: no major regulated international exchange serves Iranian residents. That is not because bitcoin ownership is illegal in Iran, but because comprehensive international sanctions force global platforms to exclude the country, and the Central Bank of Iran restricts how banks may touch cryptocurrency at home. Iranians who hold bitcoin typically acquired it through licensed domestic mining, local over-the-counter trades, or peer-to-peer deals, each of which carries real legal, counterparty, and scam risk. This page explains the legal picture and the practical reality rather than pretending there is an easy path.

Do you need a VPN?
A VPN does not change the legal position set out above: the law applies to you regardless of where your connection appears to come from, and exchanges verify identity on every network. We review VPNs as privacy tools that keep your browsing away from your network operator and internet provider, not as a way around any restriction.
If you run one for privacy, the strongest records on our list belong to NordVPN (6 independent no-logs audits, the most of any service we review), Windscribe (its no-logs claim tested in the real world 3 times) and Proton VPN (the most audited service with a free tier).
What the law says
Holding bitcoin is not itself criminalised in Iran, but the environment is heavily restricted from two directions. Domestically, the Central Bank of Iran bans banks and payment providers from processing cryptocurrency transactions and has repeatedly moved against rial on-ramps, while licensed mining operates under a state framework. Internationally, comprehensive US and EU sanctions mean nearly every regulated global exchange excludes Iranian residents and blocks Iranian IP addresses, KYC documents, and bank rails.

Picked from what this page already says about Iran, not from a standard list.
- Unhosted walletlegal status: restrictedAn unhosted wallet is the regulators' name for a wallet whose keys you hold yourself, the thing that sits outside the licensed perimeter and keeps getting rules written about it.
- Non-custodial walletno venue we rate serves this marketNon-custodial wallets hold your keys on your own device, which means no company can freeze your bitcoin, reverse a payment, or restore access when you lose the backup.
- Chain analysisrestricted marketChain analysis is the practice of reading the public ledger to group addresses into wallets and attach real names to them, using clustering heuristics plus data from exchanges.
- No-KYC exchangeno local rails listedA no-KYC exchange sells bitcoin without collecting your identity documents, which is legal in some places, prosecutable in others, and always a trade of price and recourse for privacy.
Frequently asked questions
Is bitcoin legal in Iran?
Owning bitcoin is not criminalised, and licensed mining has operated under a state framework since 2019. However, the Central Bank restricts banks and payment providers from processing crypto transactions, and rules around trading have shifted repeatedly, so the practical status is restricted.
Why do international exchanges block Iran?
Comprehensive US and EU sanctions prohibit most companies from serving Iranian residents. Regulated exchanges enforce this by rejecting Iranian identity documents, addresses, bank details, and IP ranges.
Can I use a VPN to sign up for a foreign exchange from Iran?
Doing so violates the exchange's terms and, more importantly, sanctions law. Accounts discovered to be Iranian are routinely frozen with funds locked inside, and there is usually no recovery path. We do not recommend it.
How do Iranians actually hold bitcoin safely?
Those who already hold bitcoin are best served by self-custody: a hardware wallet with the seed phrase stored offline. Self-custody does not depend on any exchange and is legal to practice.
