Bitcoin access is banned in Iraq
Iraq bans cryptocurrency, and no exchange we can honestly recommend serves the country: the Central Bank of Iraq prohibited dealing in virtual currencies in 2017, hardened the ban through a November 2021 circular covering banks and payment providers, and backs it with penalties under the anti-money laundering law. Enforcement widened in 2025 when the Kurdistan Region's Interior Ministry ordered crypto and forex trading shops shut and named popular platforms as unlicensed. Iraqis who hold bitcoin acquired it informally, through cash trades or accounts opened abroad, and every such route carries real legal, counterparty, and scam risk. This page explains the rules and the practical reality rather than pretending there is a clean path, because there is not one.

What the law says
Cryptocurrency is banned in Iraq. The Central Bank of Iraq first prohibited dealing in it in 2017 and reinforced the ban with Circular No. 125/5/9 of November 2021, which forbids banks, payment providers, and other financial intermediaries from any virtual asset transactions, with violations punishable under the Anti-Money Laundering and Terrorist Financing Law. In 2025 authorities in the Kurdistan Region separately ordered crypto and forex trading operations closed.

Some do, acquired through informal cash trades or foreign accounts, but this operates entirely outside the law. There is no licensed platform, no banking route, and no legal recourse when trades go wrong, and scams targeting Iraqi buyers are common.
Is Iraq building any digital currency of its own?
The central bank said in February 2025 that it is developing a central bank digital currency, a digital dinar, intended to gradually reduce cash use. That is a state-controlled project and does not change the ban on bitcoin.
